What happened: On the shuttle Jaxson Summy tried to grab me and throw me out. Then he started chasing me and attacking me with a saw, as well as others. He started doing this a long time before landing. I waited to see if he was an antag and I was his target but he wasn't one.

I don’t see Jaxson Summy attack anyone but himself on the shuttle, the fighting was mostly between you and Leila Soul which did have you as objective. Nevertheless, appropriate actions have been taken against the other offenders.
