I noticed them with another cultist in cuffs on a heretic rune as a dark spirit and managed to stop them from killing, not sure how many they did get since they got converted about halfway through but they had 0 sacrifices by eor so it shouldnt be an issue, good to check anyways.

As far as I can tell, this was the sacrifice target of the heretic, they just didn’t succeed at any of their sacrifices. For now, take it to be that all solo antag goals should come before group goals, though both should be followed if possible. A heretic cultist who has to sacrifice fellow cultists for their goal is within the rules.
